Ce 12 septembre, une action aura lieu devant l’ambassade indienne à Bruxelles, contre la peine de mort en Inde. Trois militants qui avaient été arrêtés pour leur implication présumée dans l’assassinat de l’ancien Premier ministre Rajiv Gandhi, en mai 1991, seront pendus au cours de ces prochains mois. Cette mobilisation contre la peine de mort en Inde aura lieu de 14h à 16h.
Ces trois personnes, Murgan, Santhan et Perarivalan, font partie d’une série de militants arrêtés après l’assassinat de l’ancien Premier ministre en 1991. Il est fort largement admis que le jugement de ces prisonniers a été fort loin d’être équitable. Leur implication dans cet assassinat est toujours fortement contestée et une campagne a été lancée pour les faire échapper à la peine de mort, principalement dans l’Etat indien de Tamil Nadu et dans la diaspora tamoule (minorité ethnique au Sri Lanka et dont ils font partie). Plusieurs militants ont d’ailleurs développé à partir de cela la campagne "Stoppez la peine de mort en Inde", une campagne soutenue par Noam Chomsky, Arundhati Roy, Desmond Tutu et l’eurodéputé Paul Murphy.
Nous soutenons cette campagne et appelons à rejoindre l’action. Ce 30 août, une action similaire a été menée à l’ambassade indienne à Londres en présence de plusieurs centaines de personnes (voir photo) et c’est à la suite de cela que se déroulera l’action devant l’ambassade indienne de Bruxelles ce 12 septembre, 217 Chaussée de Vleurgat, 1050 Ixelles.
Manny Thain, membre de la section britannique de la campagne internationale de solidarité avec la communauté tamoule ‘‘Tamil Solidarity’’ a déclaré: ‘‘La peine de mort est tout à fait barbare. Ces trois hommes doivent être immédiatement amnistiés. Ce sont des prisonniers politiques qui n’ont pas commis de crime contre l’humanité, au contraire du président du Sri Lanka Rajapakse. Le gouvernement indien soutient toujours le président sri-lankais et a donc lui aussi du sang sur les mains. L’ONU soupçonné de crimes de guerre. C’est de l’hypocrisie pure. Nous nous opposons à la peine de mort et demandons son abolition."
La participation de l’Inde lors de la récente guerre menée au Sri Lanka est bien connue et a reçu beaucoup d’attention dans l’Etat indien de Tamil Nadu. Dans cette guerre, qui s’est terminée en mai 2009, au moins 40.000 personnes ont été tuées les dernières semaines uniquement. L’énorme colère suite à l’implication du gouvernement indien a été illustrée par les dernières élections régionales de l’Etat de Tamil Nadu, où le Parti du Congrès, au pouvoir en Inde, et ses partenaires locaux ont reçu une cuisante défaite. Aujourd’hui, le gouvernement tente de détourner l’attention avec la pendaison de ces militants. Cette colère ne fera toutefois que s’accroître.
Nous appelons à une manifestation, soutenue par l’Organisation Culturelle Tamoule (Tamil Culturele Organisatie) et la Campagne Tamil Solidarity. Rassemblement lundi prochain à 14h à l’ambassade indienne, 217 Chaussée de Vleurgat à Ixelles (Bruxelles). De la gare centrale, l’ambassade peut être atteinte avec le bus n°38 (direction Helden/Héros, arrêt "Van Eyck", après un vingtaine de minutes, l’arrêt est tout près de l’ambassade).

We are here today to protest against the death penalty given to Murugan, Santhan, and Perarivalan who were accused of involvement in the assassination of former Prime Minister Rajiv Gandhi. We believe their case was not heard properly and the highest penalty of capital punishment is not justified and must be retracted.
These men have languished in solitary confinement for the past 21 years and have lived with the fear of being sent to the gallows at any moment. In fact a ‘life’ sentence is normally only around 14 years.
The Indian government has now been forced to delay their execution by eight weeks, through Chennai high court order, but we will continue to protest to demand that the death penalty be cancelled. We demand that either they are released immediately or their case is re-opened and heard publicly with the representatives of working people in India taking active part in it.
We register here our passionate and absolute opposition to capital punishment. It is an inhuman act and should not be in practice in any country, especially one claiming to be a ‘democracy’. We demand the immediate abolition of capital punishment in India.
We therefore demand that others who have been given death sentence: Afzal Guru, Devendranath Dass of Assam and Devinder Singh Pal Bhullar of Punjab, should also be pardoned and their mercy petition should be accepted.
Internationally there is huge disgust at the planned hanging of these three men and the media is increasingly looking at the credentials of the so-called ‘biggest democracy in the world’.
The ‘End Death Penalty in India’ campaign, which includes the Tamil Solidarity campaign, has gained considerable support worldwide.
In a matter of days over 1,000 people have signed the petition against the death penalty in India. The list includes well-known and celebrated human rights activists and spokespeople: Desmond Tutu, former archbishop and anti-apartheid campaigner in South Africa; Noam Chomsky, US political theorist and activist; Arundhati Roy, writer, activist and Booker prize winner; Paul Murphy, Member of the European Parliament from the Socialist Party, Ireland.
That the Indian government has meanwhile given political and material support to the Sri Lankan regime of Rajapaksa, accused by the UN of war crimes, is a further cause for anger. This must stop. We demand a genuinely international independent investigation into the events of the war to be carried out by a people’s tribunal consisting of accountable representatives of the working class and poor people from all communities, chosen by them and observed by international trade union and human rights organisations.
The End Death Penalty in India campaign and Tamil Solidarity will continue to build support internationally until a decision to end capital punishment is reached.
